The Government chief made the request on Friday at a meeting attended by HCMC leaders and representatives of the Ministries: Transport, Planning and Investment, Construction, Justice, and Government Office.

The progress of the two metro lines is slow due to adjustment of the total investment capital.

PM Phuc emphasized that faster progress will help ensure the efficiency of the project’s investment capital and reduce traffic congestions in HCMC-the leading economic machine of Viet Nam.

He urged the city authorities to soon submit full documents of the project to competent agencies for verification.

The PM also asked the Ministries of Planning and Investment, Finance, Construction, Justice and the Government Office to strengthen coordination to speed up the project’s progress.

The city’s metro project was the first proposed in 2001 as part of a comprehensive public transport plan for HCMC and neighboring provinces to mitigate traffic congestions.

It includes three monorail lines with a total length of 37km and six partly underground metro routes running a total of 107km from Ben Thanh to Suoi Tien, Ben Thanh to Tham Luong, Ben Thanh to Binh Tan, Lang Cha Ca to Van Thanh, Thu Thiem to Can Giuoc, and Ba Queo – Phu Lam. Ben Thanh will be a hub connecting all the lines.

According to the initial estimates in 2007, total investment of the project was VND 17 trillion (around US$749 million).

However, a recent calculation of Japanese consultant joint venture, verified by a Singaporean independent consultant unit, showed that total cost must be VND 47 trillion (US$2.07 billion). So far, 51 percent of the project’s workload has been completed and the project is scheduled to be finished in 2020./.

HCM City (VNA) – Ho Chi Minh City’s apartment segment witnessed high absorption rate in the first quarter of the year despite the long Tet holiday and abundant supply, the property service provider CBRE said on April 3.

A total of 9,260 units were sold during the January-March period, up 4 percent from the previous quarter and surging 26 percent against the same time last year. Of the total, mid-end apartments accounted for 65 percent.
In terms of pricing, the average sales price slightly fell 1.5 percent quarter-to-quarter while declining 2.6 percent year-on-year to 1,515 USD per square metre in the primary market. The drop was attributed to the increase in mid-end apartment supplies in the period.

The city’s real estate saw the launch of 9,503 apartments, up 11 percent from the previous quarter and 79 percent from the same period last year. Mid-end apartments made up 71 percent of the total units offered. The property market is shifting to meet demands of the buyers and create foundation for a sustainable development, according to the company.

CBRE Managing Director Dang Phuong Hang noted that the investors started to roll out their property market in the first quarter of 2018 after studying the market in 2017. During the months, they focused on the introduction of new utilities and safety standards for the residents.

The retail property segment recorded highest occupancy levels ever. Vacancy rate in suburb areas remained unchanged with 6.9 percent, down 6.1 compared to the same time last year.

Total supply as of the end of the first quarter was 880,940 square metres net leasable area (NLA).

Rental price of CBD areas increased 5.4 percent to 121.6 USD per square metre per month while that of non-CBD areas fell 1.1 percent to 36.4 USD per square metre per month.

Boskalis Inter A.V is the newest foreign investor that expressed interest in the project. Wanter Jacobs, regional business manager of Boskalis, said in the document sent to the Ministry of Transport that the investor wants to join component A–general infrastructure. Boskalis will collaborate with T&T Group to deploy this project, particularly in conducting the feasibility study, design, and build general infrastructure system in component A.

Boskalis was founded in Netherlands in 1910, and provides dredging, offshore energy, and maritime services across the globe. Its projects cover 75 countries on six continents, and the corporation has a fleet of more than 1,100 ships and 15,600 professionals.

The chances of Boskalis-T&T venture joining the Lien Chieu project depend on the appraisal result of the pre-feasibility study of the MoT, which expects to submit it to the prime minister in the early second quarter of 2018.

With the total investment of around VND7.378 trillion ($325 million), the Lien Chieu Port project is divided into two components. Component A is worth VND3.426 trillion ($151 million) and will construct public maritime infrastructure. 80 per cent of this component project will come from the state budget and 20 per cent come from the private sector. Component B will have a total investment of VND3.952 trillion ($174 million).

Earlier, in January 2018, the prime minister has assigned the Ministry of Transport to appraise the pre-feasibility study of Lien Chieu Port project’s first phase, while the Ministry of Planning and Investment collaborated with the Ministry of Finance to consider and find solutions to mobilise capital.

According to the city’s proposal, Lien Chieu Port would combine five functional areas, including a 50,000DWT (deadweight tonnage) harbour, another harbour which could handle 80,000-100,000DWT container ships with a loading capacity of 5,000-8,000 twenty-foot equivalent unit (TEUs), a liquid cargo harbour handling 10,000DWT ships, and an inland waterway harbour for 1,000-5,000DWT ships, as well as a logistics services area and other infrastructure.
